"Railway Works (Steel Yard) Cannon St" probably refers to the site of Cannon Street Station, which would have been under construction in 1864. Cannon Street Station is on the site of a medieval steelyard, the English trading base of the Hanseatic League. [Dan Hicks 25/07/2013]
Steelyard: Presumably the following - http://en.wikipedia.org/wiki/Steelyard: The Steelyard, from the German Stalhof, was in the Middle Ages the main trading base of the Hanseatic League in London.
